(Hong Kong, 28 November 2016) Sinosoft Technology Group Limited (“Sinosoft Technology” or the “Company” together with its subsidiaries, the “Group”, HKEx: 1297) is pleased to announce that on 27 November 2016, the Company entered into a quartet strategic cooperative framework agreement (the“Cooperative Agreement”) with Alibaba Cloud, the cloud computing arm of Alibaba Group, Ant Financial Services Group (the “Ant Financial”) and Zhenjiang People’s Government (the“Zhenjiang Government”). Pursuant to the Cooperative Agreement, all parties will bring their unique advantages that are complementary to those of other parties into the cooperation for the purpose of jointly propelling a low carbon and eco-city establishment, industrial big data application and new smart city development, so as to build the “Low Carbon Zhenjiang Mode”. This “Low Carbon Zhenjiang Mode” is expected to be first replicated in the Jiangsu Province and then across the country.

Pursuant to the Cooperative Agreement, Alibaba Cloud will contribute its experience and competitive technologies in areas including cloud computing, big data and Internet of Things. These experience and technologies will be combined with the Group’s research and development capabilities in low carbon, ecological civilization and industrial areas to jointly propel the city into a low carbon and eco-city establishment, as well as industrial big data application under the

support and coordination from Zhenjiang Government.

Also pursuant to the Cooperative Agreement, Ant Financial will participate in building the new smart city for Zhenjiang. With targets to enhance public services, city governance and industrial development, all parties will cooperate to establish new modes of smart city in internet + government service, innovative payment, intelligent transportation, credit city and offline business upgrade. Alibaba Cloud will contribute its experience and capabilities in areas including cloud

computing, big data and “Internet+”, while Ant Financial and the Group will be responsible for smart city solutions development, operation and promotion. All parties will jointly build the new smart city under the coordination from Zhenjiang Government.

The management of Sinosoft Technology believes the Cooperative Agreement is a convergence of Alibaba Cloud’s capabilities and resources in big data analysis and cloud computing, Ant Financial’s experience in smart city solutions, as well as the Group’s competitive edges in areas including low carbon, ecological civilization, industrial and e-Government. All parties will cooperate to build the “Low Carbon Zhenjiang Mode”, which is expected to elevate “Internet + City Management” into a new level, serve as a new benchmark in relevant areas, radiate to other cities and provinces and bring about prospective business opportunities.
